As part of the City of Arlington’s capital improvement program, Simon Engineering prepared PS&E for the reconstruction and rehabilitation of the SE Branch Library parking lot and site infrastructure. The project required balancing critical pavement, drainage, and ADA upgrades within a strict $300,000 construction budget while maintaining uninterrupted library operations.
